Please print, sign, and submit forms to the Fruit Heights city office. Fees may be paid over the phone with any major credit/debit card.

Q: I am moving to Fruit Heights. What do I do to put services in my name?
A: Prior to moving in, come to the city office (910 S. Mountain Road) and complete an application for services, or download the appropriate form at the top of this page and submit it by mail, e-mail, or in person. This application includes the request for water, sewer, storm drain, garbage, and green waste recycling.
Q: What services are provided by Fruit Heights?
A: The city provides water, sewer, garbage, and green waste recycling services to its residents. The city also bills for storm drain and street maintenance fees. Electricity is provided by Rocky Mountain Power, gas by Questar Gas, telephone by Centurylink, and cable by Comcast / Xfinity (Check for availability).
Q: How do I set up an online account to view and pay my water bill?
Fruit Heights has an option for residents to receive their utility bills through Xpress Bill Pay which is a paperless billing option but resident’s must sign up for this service. This means, if you have an Internet connection, an email address, and a city account number, you can view current and past monthly statements online at Xpress Bill Pay. Once the account is established on Xpress Bill Pay, select the paperless billing option. In the future for those who do not opt out of paper billing or wish to continue receiving paper statements there will be a monthly fee of $1.45 on their bill for the pass-through cost of printing and mailing your monthly utility bill.
While on Xpress Bill Pay, we encourage you to setup automatic payments using a credit or debit card, or a checking or savings account. Payments will continue to be received in the 24/7 drop box at the south end of the parking lot of the City Office Building or at the city's front desk during regular business hours.

How to Sign Up
If you're ready to get started, here's what to do:
- Go to Xpress Bill Pay
- Click on "go" under "New to Xpress Bill Pay" to create a free account. If you've already signed up, you can login with your email address and password.
- Follow the instructions on the screen. You will need a valid email address and a city account number to create an account. Once you've created an account, you'll be able to go online at any time to view and pay your bills. If you choose to use the auto pay option, select a payment date between the tenth and the first of the following month.
- Once the account is established on Xpress Bill Pay, select the paperless billing option. As a note, the City does not currently charge a fee to those who wish to continue receiving paper statements through the mail but in the future this service will cost residents a monthly fee of $1.45 on their bill for the pass-through cost of printing and mailing your utility bill.
